Free Trade Zones (FTZ) are secure zones under U.S. Customs and Border Protection supervision considered "outside" the commerce of the United States and Customs Territory. Allowing companies to position foreign goods in the United States without having to pay duties.

What is Foreign Trade Zone?
FTZs are special areas considered outside the commerce of the United States and under US Customs supervision. Foreign and domestic goods can be brought into the Foreign-Trade Zone and modified or manufactured without incurring any customs fees. Any duties won't be due until customs formalities have been completed. If you need to make a payment, you either pay the duties at the original foreign rate or according to rates on finished goods.
